REACH PROGRAM
EXECUTIVE OVERVIEW
The Navy Bureau of Medicine
and Surgery (BUMED M-1) leads the Reintegrate, Educate and Advance
Combatants in Healthcare (REACH) Program. REACH is designed to
develop Wounded, Ill, and Injured {WII} during their recovery
for Federal civil service careers in Navy medical occupations,
while improving their experience in our hospitals. REACH leverages
the resources and authorities for disabled veterans to prepare
these active duty WII service members for this transition.
Eligible service members
in our Military Treatment Facilities (MTFs) are referred to the
program and a Career Coach presents the opportunities available
to them within BUMED through personal meetings. REACH Career Coaches
work with WII from the initial stages of goal setting, course
selection, and career mentoring to job placement with continuous
follow-ups. All candidates are screened regarding their career
desires, educational background and experience, and any special
accommodations that may be required for the particular Federal
position of interest.

Every new REACH Student
creates an Individual Development Plan (IDP) with a Career Coach
and meets with a Navy Medicine subject matter expert, or Mentor
for an Orientation. All REACH Students enter college. In addition
to the formal course of study, Phase II Mentoring- Experiential
Learning {EL} is planned for the remainder of the Students active
duty time, including job-shadowing and experiential learning assignments
in the MTF.
The key to the success
of REACH is weekly, and sometimes daily, interaction between the
Career Coach and Student, supported by the Mentor and Case Manager.
The goal is that at the end of their rehabilitation, students
are offered a Federal Civil Service Career in Healthcare assuming
availability of position and funding. For REACH Students with
education and experience yet to be accomplished, a "trainee"
appointment to a BUMED Federal Civil Service career is arranged
while they continue their education and training.

Sea Systems Command ( NAVSEA ) hosted the first Wounded Warrior
Conference in the Naval District Washington in 2010. The Veterans
Individual Training Assistance Link (VITAL®)
was invited to participate in that ASN (M&RA) sponsored
Wounded Warrior Conference hosted by NAVSEA. VITAL ® was
initially developed for Commander, Navy Installations Command
(CNIC) to transition recovering Service members into civilian
employment within CNIC's IT department (Code N6). The photo
